Even the wild life uses the subway from time to time as well as pets. I do have taxis enabled for sims without cars but most of the time they use the subway as do many of the sims who do have cars. To make the taxi option more realistic I'm using the Taxi Charge Mod by Sleepy Genius over at MTS.
