If nobody finds one of the two that one will just stay there and stop others from spawning since it has no timer. if both are picked up, 45 minutes later you will have two more. If you are in single player and can't find them it's not that they aren't spawning, you just haven't found them.

I think the system might be kinda like the deep sea drops where there can only be so many cave drops on the server and when you get one it might be in the same cave it the drop might be in a new cave. I dont know for sure but this is what it looks like to me. If someone has a definite answer please let us know.
